Why can’t Landscape Ontario provide clarity? We understand the frustration that comes from not having absolute clarity about whether you are allowed to work.
The problem is, we can't give you a clear answer. There are conflicting answers from MPPs, government authorities, municipalities, insurance companies and lawyers. There is a great deal of public fear that must be considered. There is a huge risk to us with providing information that may not be correct. The best we can do is give you the framework and information for you to make your own decision.
Recently the government released an Essential Workplaces Expansion Website.

Visit the site and make the case why you consider your business an essential workplace. They promise to provide an answer within two days.
